An Ordinance providing for the Registration of Bicycles in the City of Caspian.
The City of Caspian Ordains:
Any person owning a bicycle, moped not licensed by the State of Michigan, or adult-sized tricycle shall register same with the Twin Cities Police Department by providing Twin Cities Police Department with a brief description of the bicycle, moped or adult-sized tricycle, including the name of the manufacturer, name of the model, description or appearance in terms of color or other distinguishing characteristics, and serial number. Registration shall be undertaken within one week of obtaining possession.
Twin Cities Police Department is authorized to charge a nominal fee, not to exceed $1.00 per bicycle, moped, or adult-sized tricycle, for performing the service of registration. If Twin Cities Police Department issues a sticker indicating a bicycle, moped or adult-sized tricycle has been registered, such sticker must be prominently displayed on a permanent feature of the bicycle, moped, or adult-sized tricycle.
If a person ends possession of a bicycle, moped, or adult-sized tricycle, said person shall notify Twin Cities Police Department within one week of terminating possession.
Twin Cities Police Department is authorized to periodically re-register bicycles, mopeds and adult-sized tricycles, and to indicate at the time of registration, or re-registration, that registration or re-registration of the bicycle, moped or adult-sized tricycle will expire as of a certain date. On the day registration or re-registration expires, owners of bicycles, mopeds, or adult-sized tricycles may re-register their bicycle, moped, or adult-sized tricycle, upon payment of a re-registration fee, not to exceed $1.00. Department is authorized to clear records of any bicycle, moped, or adult-sized tricycle not re-registered.
Any person violating any provision of this Ordinance commits a civil infraction, and upon conviction, shall be fined not more than $10.00, together with costs of prosecution.
